This article explains the issues arising from the use of international waters of the all-ocean in the stage of phenomena of a military nature. It adapts the terminology resulting from the title of the practice of the scope: the type and degree of naval power, armed forces, and describes the rivalry of powers in the event of armed conflict. The main axis is a quantitative[1]qualitative comparative analysis resolved in the spectrum of the navy of the United States - U.S. Navy and the navy of the People’s Republic of China - People’s Liberation Army Navy. Separately, the consequences and dilemmas arising from the territorial disputes of the countries of the Southeast Asian region (belonging to the ASEAN group) in the East and South China Seas are also considered.
